Data Collection Modules
Expand What You COLLECT
Data Collection Modules are designed to introduce entirely new datasets into Crime Insight. Whether driven by federal mandates or state-specific initiatives, these modules provide a complete, end-to-end framework for collecting, validating, and reporting structured data across agencies.
Crime Insight was originally designed for UCR NIBRS reporting but has evolved to support a growing number of data collections, including Use-of-Force, Death in Custody, Police Employee Counts, and state-specific programs. Each dataset can be fully customized to meet state requirements while maintaining compliance with federal standards.
Every Data Collection Module includes a robust, standardized feature set:
- Full validation based on the dataset’s technical specification
- Agency tracking for submission status, onboarding, and system usage
- Direct data entry and file upload capabilities
- Real-time error and warning detection with resolution workflows
- Reporting tools for submission compliance, data quality, and record history
- Automated notifications for non-compliance or outstanding issues
- Integration with RMS systems for real-time data submission and validation
This architecture makes it fast and cost-effective to introduce new data programs as legislative or operational needs evolve.
Use-of-Force Module
Meet FBI Submission Requirements
The Crime Insight Use-of-Force Module helps states and agencies comply with the FBI’s mandate to capture and submit detailed data on law enforcement use-of-force incidents. It includes all required data elements—officers, subjects, incidents, and zero reports—while ensuring every submission meets FBI validation rules. The module also integrates with RMS vendors and supports secure file exchanges with the FBI.
Capture, Analyze, and Report with Confidence
With the Use-of-Force Module, agencies can record incidents directly or through RMS file submission. Each report captures complete details about the incident, subjects, and officers, including key identifiers, demographics, injuries, and circumstances. Users can also produce ad hoc reports for multi-dimensional analysis, giving states and agencies deeper insight into trends and data quality.
Better Data, Smarter Oversight
The module not only streamlines reporting but also enhances accountability. Built-in Quality Control (QC) Reports highlight anomalies and ensure higher data integrity. With accurate, timely use-of-force data, states and agencies can support informed dialogue, meet federal requirements, and strengthen trust with the communities they serve.
Death in Custody (DCRA) Module
Meet Federal Reporting Requirements
The Crime Insight DCRA Module enables states and agencies to comply with Bureau of Justice Assistance (BJA) requirements for Death in Custody Reporting. It supports the full lifecycle of DCRA data collection, validation, and export, including zero reporting and state-specific customization. Built-in validation ensures all submissions meet required standards before generating BJA-compliant CSV files.
Capture and Validate Critical Incident Data
Agencies can record incidents through an intuitive in-application form, with real-time error and warning validation to guide accurate data entry. The module captures essential details such as personal identifiers, dates and times, location, and manner of death—ensuring completeness and consistency across all submissions.
Simplified Submission
By streamlining data entry and automating compliant file generation, the DCRA Module improves clarity, accuracy, and efficiency. States and agencies can confidently submit required data while reducing administrative burden and minimizing errors.
Police Employee Information Module
Centralized Police Employee Data
The Police Employee Information Module enables the collection and submission of FBI Police Employee Data across agencies. It supports both manual entry and file import, ensuring flexibility while maintaining standardized reporting requirements.
Validated Data Collection Across Agencies
Built-in validation ensures accuracy as agencies report counts of full-time law enforcement and civilian personnel. The module simplifies aggregation of workforce data across jurisdictions, improving consistency and reliability.
Better Visibility into Workforce Data
By centralizing and validating employee data, the module enhances the ability of states to analyze staffing levels and trends. This supports more effective planning, reporting, and operational oversight.
Community Policing Module
Support Community Policing Data Programs
The Community Policing Module enables the structured collection and validation of data related to police interactions, with support for zero reporting and state-specific customization. It is designed to meet evolving state and program requirements for tracking community engagement and enforcement activities.
Streamlined File-Based Data Collection
Data is submitted through file-based entry, with validation processes ensuring accuracy before import. The module captures key details such as stop date, reason for stop, personal demographics, actions taken, violations, and associated crime codes.
Reliable Data for Oversight and Analysis
By enforcing validation at the point of submission, the module improves data quality and consistency. States benefit from cleaner datasets that support analysis, reporting, and informed decision-making around community policing efforts.
Contacts Module
Standardized Contact Data Collection
The Contacts Module enables agencies to collect, manage, and report detailed contact data with full support for zero reporting and optional state customization. It ensures consistent and structured data collection across jurisdictions.
Flexible Data Entry and Validation
Agencies can submit data through manual entry or file upload, with built-in validation to identify errors and warnings early. The module captures comprehensive contact details, including location, actions taken, officer involvement, use of force, injuries, and search information.
Improved Accuracy and Submission Efficiency
With guided data entry and validation, the Contacts Module simplifies the submission process while improving data accuracy. The result is more reliable submissions and reduced effort for agencies preparing data for FBI reporting.
Feature Modules
Expand What You CAN DO
Feature Modules enhance the core capabilities of Crime Insight, adding new tools for automation, oversight, communication, and system integration. These modules work to improve efficiency, visibility, and collaboration between states and agencies.
Crime Insight Web Services
Streamlined Crime Data Submission
Crime Insight Web Services eliminates the hassle of chasing overdue reports, fixing errors manually, and managing complex file transfers. Instead, data flows seamlessly from agency RMS systems to your state repository and then to the FBI. Submissions, validations, and corrections all happen automatically, giving your state faster, more accurate crime data with less manual effort.
Smarter Workflows, Better Data
Every incident record entered in an agency’s RMS is instantly validated, corrected if needed, and resubmitted—all in real time. Errors and warnings are flagged while details are still fresh, so agencies can resolve them quickly. Because Crime Insight synchronizes feedback across the agency, state repository, and FBI, everyone is always working from the most current data. The result: higher-quality reporting with fewer delays.
Flexible, Secure, and Supported
Crime Insight Web Services connects state repositories with any RMS setup—whether that’s a single agency, multiple agencies on different systems, or a cloud-based RMS. Built on state-specific XML specifications, it securely manages data flow to meet FBI/NIBRS requirements. Beyond 20/20 provides full support, including updates for new standards, compatibility with multiple specification versions, and responsive technical assistance.
